Statement of the Problem

The project advances our agency across the SAFECOM Interoperability Continuum's five lanes: governance (formalized MOUs with mutual-aid partners), standard operating procedures (documented LTE PTT playbooks), technology (LMR-to-LTE gateways and hybrid devices), training/exercises (quarterly interoperability drills), and usage (daily operational use of shared talkgroups).
Budget Justification
Requested funds cover LMR-to-LTE gateway hardware, hybrid LTE smart microphones for sworn personnel, multi-carrier LTE connectivity for the initial grant period, dispatch console licensing, deployment services, and required training. All equipment is commercial off-the-shelf and complies with public-safety interoperability requirements.
Performance Measures
Success will be measured by: percentage of front-line personnel equipped with interoperable LTE devices, number of joint talkgroups established with mutual-aid partners, response time improvements documented in after-action reports, and number of interoperability exercises conducted annually.
