Governance
Formal agreements are the foundation of interoperability. Confirm the paperwork is in place before you buy hardware.
- MOUs / MOAs with each mutual-aid partner on file and current
- Regional governance body identified (COG, UASI, statewide interop board)
- Named executive sponsor with signature authority
- Frequency / talkgroup coordination documented
Standard Operating Procedures
Interoperability fails when responders don't know which channel to key up. Document it.
- Written plain-language SOPs for daily and mutual-aid channels
- LTE PTT talkgroup naming and access rules
- Failover and continuity-of-operations procedures
- Records-retention plan for call recording
Technology
The gap most grants aim to close. Inventory before you propose new equipment.
- Current LMR system make, model, age, and remaining life
- Coverage gaps documented with signal or after-action data
- Compatibility of gateway options (donor-radio, RoIP, ISSI)
- Multi-carrier LTE strategy (single vs multi-carrier eSIM)
- Dispatch console interoperability with LTE PTT
Training & Exercises
Grant scorers look for evidence you'll actually use what you buy.
- Recurring joint training schedule with mutual-aid partners
- At least one full-scale interoperability exercise annually
- New-hire onboarding covers interoperable channels and devices
Usage
The final SAFECOM lane — daily, operational use of interoperable systems.
- Daily use of at least one shared talkgroup
- After-action reviews reference interoperable communications performance
- Executive dashboards track adoption and coverage metrics
